Civil Rights and Public Involvement

The Portland Area Comprehension Transportation System (PACTS) is committed to complying with all federal and state civil rights laws and policies. PACTS maintains civil rights programs that covers responsibilities and goals related to nondiscrimination and inclusion, including the PACTS Title VI Program and Limited English Proficiency (LEP) Plan, and the PACTS Disadvantaged Business Enterprise (DBE) Program and Goal.

PACTS also continually develops public involvement strategies to promote inclusive and accessible transportation planning and programming. These strategies are outlined and regularly updated in the PACTS Public Involvement Plan, the Inclusive Transportation Planning Toolkit, and on the Americans with Disabilities Act section of our website.
