The 2016 to 2017 Unified Planning Work Program (UPWP) identified the transportation studies and other planning tasks that the Portland Area Comprehensive Transportation System (PACTS) intended to complete from January 2016 through December 2017. The Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), State, and local funds are used to support the majority of these tasks.
