The Unified Planning Work Program (UPWP) identifies the transportation studies and other planning tasks that the Portland Area Comprehensive Transportation System (PACTS) will do in 2018 and 2019. The Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), state and local funds are used to support the majority of these tasks.

A number of amendments will likely be made to this document over the 2018-2019 biennium to reflect updates in program and project priorities and budgets. Details of all transit-related amendments are displayed in the following tracked-changes version, and summarized in Appendix A.
