Policy Board
The Policy Board is the policy making body of the Portland Area Comprehensive Transportation System (PACTS), and as such, adopts the annual budget and work program, and more.

Executive Board
The Executive Committee meets with Portland Area Comprehensive Transportation System (PACTS) staff to organize Policy Committee meetings and to coordinate the work of the PACTS committees.

Regional Transportation Advisory Committee
The Regional Transportation Advisory Committee advises the Executive Committee on any and all matters for which the Policy Committee seeks its advice.

Transportation Improvement Program Committee
The Transportation Improvement Program (TIP) Committee is an ad hoc advisory committee to the PACTS Policy Committee.

Regional Traffic Management System Committee
The Regional Traffic Management System (RTMS) Subcommittee meets regularly to coordinate and fund signal projects in Portland, South Portland, Westbrook, Gorham, Scarborough, Saco, and Biddeford.
