Collector Roads
PACTS regularly performs pavement condition assessments of the collector roads in the PACTS region to develop a prioritized list of pavement preservation candidates for the PACTS Pavement Preservation and Municipal Partnership Initiative programs.

Municipal Partnership Initiative
The Portland Area Comprehensive Transportation System’s (PACTS) Municipal Partnership Initiative (MPI) builds upon the Maine Department of Transportation’s (MaineDOT) successful Municipal Partnership Initiative (MPI) byusing PACTS’ annual allocation of state money to be matched with a minimum fifty percent (50%) local funds for road reconstruction or rehabilitation projects.

Regional Traffic Management System
The PACTS Regional Traffic Management System (RTMS), started in 2008, has the stated goal to optimize the current roadway network through traffic signal management and to provide direct access for remote management and monitoring of the traffic signals in the PACTS region to improve mobility and capacity along major corridors.
