Unified Planning Work Program (UPWP) calendar years 2022-2023

The Unified Planning Work Program (UPWP) is a biennial statement of work identifying the planning priorities and activities to be carried out within the PACTS region. As required by federal law, MPOs are required to develop UPWPs to govern work programs for the expenditure of FHWA and FTA planning funds [23 CFR 450.308)(b)].

This document, when complete, will identify the transportation planning activities that will be performed during 2022 and 2023. The PACTS Policy Board, PACTS Executive Board, the Maine Department of Transportation (MaineDOT), and the region’s transit systems, are collaborating in the development of this two-year planning work program and budget. FHWA, FTA, state and local funds will support the majority of these tasks. 

Public input is integral to shaping PACTS planning and programming work. To help inform the early development of this UPWP, PACTS solicited input from the PACTS Executive Board (June 2021), the PACTS Policy Board (July 2021, October 2021), and the PACTS Regional Transportation Advisory Committee (September 2021), all of which were public meetings. The UPWP was available for a 30-day public comment period and shared with state and federal partners. The 2022-2023 UPWP was adopted by the PACTS Policy Board on October 28, 2021.
