Call for Projects (2022-2023)
The Portland Area Comprehensive Transportation System (PACTS) issued a call for projects in November 2022, seeking applications for federal funding for “complex” roadway/multimodal projects and transit “system enhancement” projects. Approximately $4.1M is expected to be available in Federal Highway Administration (FHWA) funds for “complex” roadway/multimodal projects and $1.7-$2.8M in Federal Transit Administration (FTA) Section 5307 funds for transit “system enhancement” projects.
Applications
Applications were due January 31, 2023; PACTS received nine applications:
Roadway/Multimodal Projects
- Alfred Street Sidewalk Improvements (City of Biddeford)
- Route 1 North Infrastructure Plan (Town of Falmouth)
- I-195/Ocean Park Road Transition Safety & Economic Development Improvements Project (Town of Old Orchard Beach)
- Forest Avenue Phase IV Complete Streets and Modernization Project (City of Portland)
- Main St – Downtown Streetscaping Project (City of Westbrook)
- William Clarke Drive and Hannaford Drive Pedestrian/Transit Improvements (City of Westbrook)
Transit Projects
- BSOOB Transit Microtransit Pilot Investment(Biddeford, Saco, Old Orchard Beach (BSOOB) Transit)
- Transit Signal Priority on Brighton Avenue, Congress Street, and inner Washington Street(Greater Portland Transit District (METRO))
- Transit Stop Access Project (Greater Portland Transit District (METRO))
Scoring Committee
We sought volunteers to score the applications. Each volunteer was asked to affirm there will be no conflict of interest in their scoring of projects. We assembled a five-member scoring committee.
Presentation
Each applicant gave a brief presentation to the scoring committee. Video recordings and slide decks from those presentations are available in the Agenda Center.
Scoring Results
The scoring committee scored the projects using the rubric in the PACTS Transportation Funding Framework. Committee members’ scores were averaged to arrive at a single number. Detailed scoring information is shown in the table below. You can also see the scores in chart format for both complex roadway/multimodal projects and transit system enhancement projects.
