[ARCHIVED] PACTS 2022-2025 Transportation Improvement Program Amendment

 

PUBLIC NOTICE – June 7, 2022 *UPDATE*

Pursuant to Federal Transit Administration (FTA) Circular 5100.1, Chapter IV:  The public involvement procedure associated with this TIP amendment was used to satisfy the program-of-projects requirements of the Bus and Bus Facilities Grant Program under Section 5339. 

Section 5339 grantees rely on PACTS’ public participation process to satisfy its public participation requirements for the program of projects (POP). Public notice of public participation activities and time established for public review of and comments on the TIP satisfies the Program of Projects requirements for the following agencies:

  • Biddeford-Saco-Old Orchard Beach Transit District (BSOOB Transit); Casco Bay Island Transportation District (CBITD); Greater Portland Transit District (METRO); Maine Department of Transportation; Northern New England Passenger Rail Authority (NNEPRA); and South Portland Bus Service (SPBS). 

PACTS (Portland Area Comprehensive Transportation System) is responsible for carrying out much of the transportation planning in the greater Portland urbanized area. PACTS intends to amend the Transit element of its 2022 – 2025 Transportation Improvement Program (TIP) for the Fiscal Year 2022, in the following manner:

Proposed Amended Status:

  1. The addition of funds to WIN 26664.00, increasing the budget by $1,224,531.00 in federal funding ($1,360,590.00 in total funding) to install on-route pantograph charging infrastructure for BSOOB Transit.


*federal mount of $1,224,531 and match requirement of $136,059 reflected in total amount.

PACTS is soliciting comments from the public on the proposed changes.  Comments shall be made in writing via email and received on or before 4:00 p.m., June 18, 2022.  Copies of the current TIP are available for review on the PACTS website, here.

This public notice is being placed to satisfy the intent of the Code of Federal Regulations, Title 23: Highways, Part 450.00, Subpart B, and Section 450.210 – “Interested parties, public participation, and consultation” and per PACTS Public Participation Plan (PPP).
