[ARCHIVED] Proposed amendments to STIP

Pursuant to Federal Transit Administration (FTA) Circular 9030.1E, Chapter 5: The public involvement procedures associated with TIP development were used to satisfy the program-of-projects requirements of the Urbanized Area Formula Program under Section 5307.

Section 5307 grantees rely on PACTS’ public participation process to satisfy its public participation requirements for the program of projects (POP). Public notice of public participation activities and time established for public review of and comments on the TIP satisfies the Program of Projects requirements for the following agencies:

Shuttlebus-Zoom (BSOOB); Casco Bay Island Transportation District (CBITD); Greater Portland Transit District (METRO); Northern New England Passenger Rail Authority (NNEPRA); and South Portland Bus Service (SPBS).

PACTS (Portland Area Comprehensive Transportation System) is responsible for carrying out much of the transportation planning in the greater Portland urbanized area. PACTS intends to amend the Transit element of its 2020 - 2023 Transportation Improvement Program (TIP) for the Fiscal Year 2020, in the following manner:

Proposed Amended Status:

  • The PACTS region will program $9,876,069 in 5307 capital funding rather than the $5,489,642 included in the STIP for FY2020.
  • The PACTS region will program $7,982,135 in 5337 funding rather than the $10,679,643 included in the STIP for FY2020.
